Let’s face it: America is sick and tired of The news proclaims President Trump is considering starting his own party.
I’m up for that, and done right, it could be highly successful. But what might that look like?
First, it would require creating a highly secure message-forum structure of website with about 7 layers of access. Anyone can join, but no one gains progressively higher levels of access until they’ve proven themselves, been recommended by their peers and approved by members of higher levels.
Access levels should mirror the same, proven levels of protection required of computing operating systems. In Computer Science, the ordered protection domains are referred to as Protection Rings. These mechanisms help in improving fault tolerance and provide Computer Security. Operating Systems provide different levels to access resources. Rings are hierarchically arranged from most privileged to least privileged. Equally as important, however, Ring 0, known as the “Kernel,” runs the system.
Level 0 might consist of the Chief of Staff, if there is one. Unlike a computer operating system, however, while Level 0 might indeed run things, those on Level 1 have override authority, the same as stockholders can override the principle officers of a company.
Level 1 consists of President Trump and his very closest, proven inner circle of advisors known for their loyalty, brilliant innovation, keen record of accomplishments, and their extreme discretion, if not their ability to adhere to to TS+ level security, without fail. This would likely include members of his family.
It’s a very small Group i.e. 3 – 8, with a target of 5. This group has Level 1 access, meaning access to all information and communicated to all others within the Level 1 group, as well as to all lower levels. They operate together as one, fully on board the playbook and capable of stepping in for one another as required. Like family, they know and keep all the inner secrets, working with one another’s strengths while accepting one another’s faults and flaws.
Level 2 consists of an extended circle of advisors, a Counsel of Twelve. While you may think of them as the Knights of the Round Table, both in size as well as form, function and principle, we shouldn’t call them that less the media spin it into “King Trump and his Knights want to rule the country.”
Presenting a well-manicured corporate profile (Public Affairs / Media Management) is just as important as brilliant advancements in management theory and execution. These are the CEOs of the organization, running various aspects of the party. They’re very much in line with business functions, such as Human Resources, Strategy, Marketing and Public Relations, Finance and Accounting, Legal, Research and Development, etc., but aligned with the Mission, Vision and Values of the party itself. Keep it simple. No more than twelve, and possibly less. Counsel of Patriots might be a good working title, until we find something better.
All those in Levels 0 and 1 must be able to sit down with all of Level 2 at once and carry on meaningful, in-depth discussions about complex topics. Level 2 also needs to be able to work independently of Level 1 after guidance has been formulated and agreed upon, followed by subsequent briefings of findings, progress and accomplishments.
Aside: This effort will be an amalgam of Program, Project and Process management, along with many other managerial requirements.
Level 3 is a Management Team – National. These are the teams of individuals working beneath the Counsel of Patriots to keep the organization running smoothly. Some party functions can be out-sourced, given proper QC such as the printing and distribution of mailings and flyers. They’re already heading to users, so… Other functions, such as the end-to-end distributed communication network with two entirely separate backups will require much tighter security and contractual regulation. Two heavily vetted liaisons from each State Management Team, along with each state chair, should have full, interactive access to the ongoing operations of National Management Team.
It’s key to note that all of the above should largely be able to meet in person with robust and fully secure Audio-Visual Electronic Workspace capability for both the state chair and liaisons, as well as all others who’re not physically present. In fact, while some meetings are absolutely necessary to coordinate activity, lead and inspire, address issues and flex to both internal and external threats and opportunities, they’re not very effective at actually get things done. Thus, electronic workspaces are used to manage most of the information and communications — always with real-time onsite and off-site backups, along with paper backups of key interim and final solutions.
Aside: OPSEC and COMSEC are huge considerations throughout, but a robust means of marking all written communications, if not electronically classifying those written communications, by missive, section, paragraph and even sentence, if necessary, must be adhered to at all times.
This classification should, absolutely, mirror the U.S. Government Classification System governed by 32 CFR Part 2001 – Classified National Security Information. This system has evolved over more than a century and is quite adept at handling various levels of information, provided, of course, all who are participating in the system are properly vetted and the information system itself is properly managed.
The final but perhaps most important function of the national management team is to coordinate efforts between the state management teams. As many issues are regional, such as North East Coast Fisheries and Midwest Farming, regional liaisons should exist, either to represent regions, or specific issues, such as mining, energy, etc. These liaisons will be working with long-established representatives of many different industries and groups of people.
I realize this is starting to sound like government itself, but that’s on purpose.
First, government evolved to meet the needs of the people. Its structure reflects reality.
Second, this structure makes for a very easy transition into office.
Level 4. Management Team – State. These level is an amalgam of the National Management Team structure, comprised of those who live, work, eat, breath and vote in their respective states.
Aside: How about the People’s Party of both Constitutional and Election Integrity? Unfortunately, the name patriot holds a very negative connotation right now, primarily because of media spin. Regardless of the reason, with fully a third of Americans belonging to neither the Democratic nor Republican Parties, it’s important to avoid media stink. One way to do that is to name it after something distinctly American, such as our Constitution. Unfortunately, that’s been done, and without much success at all. I suspect it’s because many Americans view the law as something that controls them rather than something over which they have control. The anti-Constitutional narrative of Democrats appeals to the rebels in our society. Perhaps a nation-wide competition for a new party name behind which most people can get behind, with local, regional, or even online round-robin (NEVER hierarchical!) competitions, conducted in phases similar to advanced, modified Delphi methods can come up with a name that appeals to both the core Trump voter base as well as (this is very important) the majority of both Independents/Unaffiliated voters, along with — surprise — Democrats. Yes, we do want their vote. Naturally, this would also require a partial rebranding, including carefully reworded and released Tweets, the single-most often quoted reason by Republicans as to why they had reservations about voting for President Trump, and in many cases, voted for the other guy or gal.
The more I think about it, the more I realize this would need to be a new party for a new America, one specifically tailored to appeal to what most Americans genuinely desire — deep in their heart of hearts — out of a political party, while adhering to the law of the land until such time as our government lawfully changes that law.
Level 5 – Management Team – County. These would be largely self-assembled and managed, but with oversight from the State Management Teams
Level 6 – Management Team – Precinct. Again, these would be largely self-assembled and managed, but with oversight from the County Management Teams.
In order to be successful, these seven layers (0,1,2,3,4,5,6) must exist in more of a matrix organizational structure with a heavy emphasis on teams and organic networks.
A team structure is a decentralized but formal structure that allows department heads to collaborate with employees from other departments as needed. It is similar to a matrix structure, but the focus is less on employee fluidity than on supervisor fluidity, leading to a decentralized functional structure.
A network structure is especially suitable for a large, multi-city or even international company operating in the modern era. It organizes not just the relationships among departments in one office location, but the relationships among different locations and each location’s team of freelancers, third-party companies to whom certain tasks are outsourced, and more.
Now for the creme-de-la-creme for start-ups and organizations either entering new territory or dealing with turbulent or fluid operating environments:
Organic structures (also known as “flat” structures) are known for their wide spans of control, decentralization, low specialization, and loose departmentalization. What’s that all mean? This model might have multiple teams answering to one person and taking on projects based on their importance and what the team is capable of — rather than what the team is designed to do.
As you can probably tell, this organizational structure is much less formal than mechanistic, and takes a bit of an ad-hoc approach to business needs. This can sometimes make the chain of command, whether long or short, difficult to decipher. And as a result, leaders might give certain projects the green light more quickly but cause confusion in a project’s division of labor.
Nonetheless, the flexibility that an organic structure allows for can be extremely helpful to a business that’s navigating a fast-moving industry, or simply trying to stabilize itself after a rough quarter. It also empowers employees to try new things and develop as professionals, making the organization’s workforce more powerful in the long run. Bottom line? Startups are often perfect for organic structure, since they’re simply trying to gain brand recognition and get their wheels off the ground.Devaney, E. Put simply, an organic structure behaves more as a living organism, adapting both lines of authority and communication as required in order to get the job done. Here’s an example. Note the side channels of collaborative effort which exist in these three co-equal hierarchical units:
So, what are we really talking about, here? Hierarchical? Project? Team? Network? Organic? Which structure are we operating under?
Actually, we’re talking about a Hybrid, borrowing elements of all of them depending upon the nature and scope of the task. Small groups of people working closely together may operate as teams. Certain functions such as security and HRM are managed hierarchically. Large projects, perhaps the reelection process itself, are handled through a matrix structure under the management of a mix of individuals with both project and program management experience. That structure, however, is empowered and encouraged to behave in an organic fashion, establishing communication and operational networks within the larger structure itself as required. In-house consultants specializing in various disciplines such as statistics or six sigma processes are on tap to be used as required throughout the organization.
Obviously, managing this seems like a nightmare. Fortunately, it’s not, provided you build the information and management system to handle it while requiring managers at all levels to accurately document the efforts, projects and lines of communication of their workers. More substantial tasks are part of the larger project management maps. Disputes are resolved through collaborative processes. Unresolved disputes are decided at the next highest level. Managers at all levels are required to balance both efficiency and effectiveness.
A large number of highly successful companies have been using these principles to great success for the last three decades.
Done right, we can, too.
